Fewer people are getting bail, but critics say Victoria's prison system cannot safely manage the influx of prisoners. (ABC News)

The tightening of Victoria's bail laws has led to an increase in the number of people in the state's prison system.  

Legal advocates and the corrections officer union say the system is not coping with the influx.
